The lending question on a California short-term rental is simple, and the legal question is not: can the revenue be documented, and is the operation actually permitted where it sits? We answer both before you're under contract.
How short-term rental income is counted
Three lanes, in order of underwriting strength:
- Operating property with 12 months of platform history: trailing Airbnb or VRBO statements support the ratio directly. The cleanest file, and the reason an established, permitted California STR is worth a premium at purchase.
- No history, long-term-rent fallback: the appraiser's Form 1007 market rent qualifies the loan as if it were a long-term rental. If the deal pencils on that rent, the STR upside is margin, not a lending assumption. This is the structure we recommend most often in California.
- No history, STR projection: some programs accept a market-data projection with a haircut, commonly 20–25% off the projected revenue. More down and more reserves usually ride along.

Permit first, loan second (and in California that matters more)
A much larger share of California cities ban or cap whole-home short-term rentals than in most states, so confirming legality is not a formality here; it is the deal. Los Angeles and San Francisco are primary-residence-only. Anaheim issues no new permits. San Diego's Mission Beach is lottery-allocated with a closed waitlist. Palm Springs and the Tahoe basin are capped. The mid-term lane: 30 nights and up
Here is the strategy the capped cities accidentally created. Most California STR ordinances define short-term as stays under roughly 30 days, so a furnished rental booked for 30 or more consecutive nights sits outside them and needs no STR permit. In markets like Los Angeles, San Diego, and the Bay Area, traveling clinicians, film and tech contractors, and relocating families book exactly that length of stay. A furnished mid-term unit in a capped submarket can earn above the long-term comp without an STR license at all, and we underwrite it on the lease or on market rent.
